Is there a way to make a macro that if Weakened Blows exist on the target it cast Crusader Strike, if it does not exist it cast Hammer of the Righteous?

Weakened Blows is a 30 sec debuff that is placed on the target when using Hammer of the Righteous to help reduce damage take but Crusader strike hits harder and builds Holy Power which is needed. We only use Hammer of the Righteous when Weakened Blows is needed. The CD for both abilities is about 4.5 seconds.
