Requested WoW macro

I was trying to make a macro like this:
#showtooltip Crusader Strike
/castsequence reset=target/25 Hammer of the Righteous, Crusader Strike

For some reason HotR isn’t cast at target switch only or just once every 25 seconds. The macro behaves like it would be only “/castsequence Hammer of the Righteous, Crusader Strike”.
